Under the name “One-Stop-Shop for Investors” (Ventanilla Única de Inversores or VUI in Spanish), the governor of the province, Maximiliano Pullaro, led the launch of an initiative that seeks to eliminate, unify and redesign procedures to facilitate the link between the State and investors, using information technologies that simplify procedures and reduce processing times and costs.
The presentation took place this Friday at the Government Headquarters in Rosario and was attended by the Ministers of Government and Public Innovation, Fabián Bastia; of Productive Development, Gustavo Puccini; of Public Works, Lisandro Enrico; of Environment and Climate Change, Enrique Estévez; and the Secretary of Coordination of Digital Transformation, Mauricio Basso; among other authorities in attendance.
Pullaro indicated that "we constantly talk about the fundamental importance of having an efficient State; that having an effective State, having an orderly State is the only way to be competitive", he said.
The provincial president said that "it was very difficult to explain what was happening in the government of Santa Fe, when the state did not give certainty to those who wanted to invest in this province and there were permanent bureaucratic obstacles. That is why we began to take a path to make everything simpler".
"Productive engine of Argentina"
Pullaro was forceful in pointing out: "We are deeply convinced that we have an opportunity in the province of Santa Fe to show the whole Argentina that things can be done differently, that with effectiveness, efficiency and order things can change".
In turn, Basso thanked Pullaro, the ministers for the joint work, the businessmen present and remarked that "this is a political decision, and it must be said, as a person who comes from the private sector, it is something that has been expected for a long time and that we can also recover it at this time in the public sector".
The civil servant added that "this was a debt that we are now making up for. We are going to receive investment projects with a team that will allow us to respond. The One Stop Shop as a tool centralises, streamlines and reduces bureaucracy in the management of these investments".
Coordinated policies
The aim of VUI is to facilitate the arrival and operation of new investors, improve the user experience in the interaction with the public administration, increase transparency and trust in administrative processes, unify the processing of the different areas and reduce process times.
The initiative implements specific policies coordinated by different ministries: Public Works, Productive Development, Government and Innovation, Environment and Climate Change.
This new tool ensures that citizens are doubly cared for. On the one hand, it guarantees the investor's peace of mind by providing transparency and certainty, and at the same time it seeks to protect the environment and water resources by preventing works from being carried out in areas where waterlogging or flooding may occur.
More agility
To access the proposal, interested parties can go to https://www.santafe.gob.ar/ms/vui/. In the first step of the process, the investor completes a digital project description form from the VUI website. The necessary documents (plans, sketches, zoning documents, deeds to the property) are then compiled and the documentation is verified within one day, requesting corrections from the investor if necessary. Once the documentation has been reviewed, a physical and digital file is created, and a technical team evaluates the water zoning, environmental regulations, feasibility (water, electricity) and issues a report.
The next step is the "Services Conference", in which technical representatives from each area participate to evaluate the project and decide whether to approve or reject it. If the project is approved, a Project Executive is assigned to monitor the project, who interacts with the investor and the different areas throughout the entire process up to the granting of the Single Certificate of Establishment (CUR in Spanish).
After obtaining certifications and feasibilities (water, electricity, urban drainage) and the food debtor certificate, the CUR is issued, a certification for one year, which gives the investor the certainty that, complying with the requirements imposed by the Services Conference, he/she can establish his/her project.
